Gap closed 21.08.2026. Both modules previously recorded this as unknown, because letters 705 and 826 were not published on the ULB circulars page. Both letters have now been read. The two procedures are structurally identical. The only differences are which module is being sealed and the colour of the seal, envelope and stickers:

🚨 Do not mix the colours. A pink seal belongs to an SDMM and a white seal to a DMM. Both letters use the same Annexure numbering (Annexure-1 = paper seal, -2 = envelope, -3 = medium-box sticker, -4 = large-box sticker) — in their own colour.


1. Why the SDMM is sealed at all

The MPSV Control Unit carries a device called the SDMM (Secure Detachable Memory Module). The polling data is collected in the SDMM during the poll. Once the SDMM is removed from the Control Unit, a new SDMM can be fitted and the EVM re-used for election work.

After the poll, once results are declared from the SDMM-equipped Control Unit, the SDMM must be removed from the CU, sealed, and kept in safe custody, so that in legal proceedings the polling record can be re-examined if the Hon'ble Court so requires.

🚨 This is why the ECIL machine itself is not sealed — a point stated independently in [2292 पैरा 29(1)] and in the SEC's earlier 2019 letter on the same subject, which closes with: "After sealing the SDMM there is no need to seal the EVM. These EVMs can be used in the next election after fitting a new SDMM."

Scope note: letter 705 is headed "नगरीय निकायों के सदस्यों के निर्वाचनों के पश्चात्" — after elections of members of urban bodies. Letter 826 carries the same heading. Both match the 2026 position that EVMs are used for the member post only [2184 पैरा 9(xxi)].

🆕 Where the MPMV machines come from. Letter 826 states that in the forthcoming urban body general elections in Rajasthan, MPMV EVMs owned by the State Election Commission, Madhya Pradesh will be used, based on availability. This explains [2184 पैरा 16] — "machines received on loan are to be returned to their place". It also explains why the Margdarsika 2026 does not cover MPMV at all: the PRO guide covers MPSV and M3A/MK-5, and MPMV is an availability-based supplement.

Consequence for training: if any ward is allotted an MPMV, its polling party has no Commission-issued operating guide in the 2026 material — only this sealing letter. Raise it with the DEO before deployment. See EVM GAPS §2.


2. The four governing conditions [705 पैरा 1–4]

# Requirement
1 Immediately after the election result is declared following counting, the SDMM shall be sealed in the counting room itself, under the supervision of the Returning Officer / Assistant Returning Officer.
2 The District Election Officer shall constitute a 5-member teamone sealing in-charge and four sealing assistants — to carry out the SDMM sealing work.
3 🚨 The SDMM of the next ward shall not be taken out of its Control Unit until the sealing of the previous ward's SDMM is complete — so that one ward's SDMM cannot get mixed with another ward's.
4 🚨 Videography of the entire process of sealing the SDMM and placing it in safe custody is compulsory.

3. The sealing procedure, step by step [705 (a)–(m)]

Step Action
(a) After counting, the sealing in-charge removes the SDMM from the EVM's Control Unit and places it in a small plastic box, size 4.5 cm × 4.0 cm × 2.0 cm.
(b) Election-related entries are recorded on the SDMM paper seal (pink); the signatures of willing candidates or their agents present at the counting venue are obtained in the blank space on the paper seal. (Format: Annexure-1.)
(c) Remove the "D" sticker from the back of the pink paper seal and stick it onto the small plastic box holding the SDMM; then wrap the paper seal all around so that the "M" shape marked at the far end of the back adheres at the "M" position on the front.
(d) After sealing the small box with the paper seal, pack it all around with a rubber band for additional security.
(e) Place the sealed, rubber-banded small box in a pink envelope, make the necessary entries, and seal the envelope with lac (चपड़ी). (Format: Annexure-2.)
(f) Place the lac-sealed envelope in a medium plastic box, 10 cm × 6.5 cm × 2.5 cm. After entering the constituency and polling station particulars on it, affix the pink sticker. (Format: Annexure-3.)
(g) For extra security, pack this box all around with one-inch transparent cello tape.
(h) Place the sealed/packed medium boxes into a large plastic box, 30 cm × 12.5 cm × 7.5 cm.
(i) 🚨 When placing medium boxes into a large box, more than one ward's medium boxes may go into one large box, but a ward shall not be split.
(j) After entering the municipality / ward polling station details on the large box, affix the pink sticker. (Format: Annexure-4.)
(k) For extra security, pack the large box all around with three-inch transparent cello tape.
(l) Place all cello-taped large plastic boxes into an iron box, again ensuring a ward is not split. Iron box size: 25 inch × 22 inch × 18 inch.
(m) Lock the iron box, seal it with lac, and keep it in safe custody in the treasury (कोषालय).

(The 2019 predecessor letter additionally listed lac (चपड़ी), candle, matches, thread and cloth for sealing the envelopes and the iron box. Letter 705's own list as printed ends at item 10; the lac sealing is nevertheless required by steps (e) and (m).)

Remember the machine itself: ECIL MPSV/MPMV Control Units are NOT sealed — only the SDMM/DMM [2292 पैरा 29(1)]. The Rule 63-B re-sealing routine (battery out, sections re-sealed, boxed, address tag) is for the non-ECIL (BEL) machines [2292 पैरा 29(2)]. After the SDMM is sealed, the MPSV machine can be re-used with a new SDMM.


5-A. ✅ The four annexure formats — FOUND AND READ (21.08.2026)

They are in the Compendium at printed pages 217–221 (PDF 230–234), immediately after letter 705. All four are गुलाबी रंग (pink) for the SDMM.

The white DMM set (letter 826) has also been opened — printed 225–229 (PDF 238–242). It is the same four formats, identical in structure and size, differing only in that they are सफेद रंग (white) and say डी.एम.एम. where the pink set says एस.डी.एम.एम. (verified on Annexure-2, printed 227: "लिफाफे का प्ररूप (सफेद रंग) (Size - 12cm X 9cm) — पेपर सील से पैक डी.एम.एम. युक्त प्लास्टिक की छोटी डिब्बी को रखकर चपडी से सील करने हेतु").

Consequence: the nesting in §5 is now fully documented — small box (one SDMM, sealed with Annexure-1) → pink envelope 12×9 (Annexure-2, lac-sealed) → medium box (Annexure-3 sticker, one SDMM number) → large box (Annexure-4 sticker, a booth RANGE) → iron box → treasury. Only the large box covers several booths; everything inside it is per-booth.


6. What is still open

  1. Letter 826 has been read — see the comparison table at the top. Nothing is assumed.
  2. Annexures 1–4 of BOTH letters have been found and read — see §5-A. This item is closed.
  3. MPMV has no operating guide in the 2026 material — only this sealing letter. See the note in §1.
  4. Letter 705 is numbered /2019/705 — the file series is 2019 but the letter is dated 20.01.2026; it is the current instruction, cited as such by [2184 पैरा 15] and [2292 पैरा 29(1)].
