🚨 The attestation block needs the attesting officer's signature, designation AND seal — all
three. That is the commonest cause of rejection. A tick or a cross is also valid — do not

✅ So what happens in that situation on an EVM?
If the elector refuses to sign or thumb-mark the voter register 14-क → they are not permitted
to vote, and they are counted at item 4 of Form 14-ग (rule 35-A).
🔴 No ballot paper is cancelled, no endorsement is written, no rule 37(7) cover is used.
⚠️ I am not saying order 295 is wrong or repealed. It is the procedure for a ballot-paper
poll and sits in the book as such. Balotra's member poll is on EVMs, so the PRO will never use it.
