Why this file. Superseded orders are still listed on the Commission's website. Anyone can open the Statutory_Orders page, download an old order, and assume it applies. They would be wrong.

🔴 Proof (checked first-hand 23.08.2026): the Commission's Statutory_Orders page still shows notification 2469 dated 28.07.2025 as "Notification of symbol, Ward Member 2025" — although notification 4178 dated 17.10.2025 expressly supersedes it.

Every line below was read from the superseding order's own text — not inferred.


🚨 The first rule

The later order governs — and the supersession sentence is written inside that order.

Before taking any order into training, read its opening paragraph — that is where "…superseding order no. …" appears.

🔴 The symbols line — the biggest trap

The own text of notification 4178 dated 17.10.2025 (Compendium, order 34, printed p. 124 — read first-hand):

"… superseding its earlier notification no. 1516 dated 02.05.2019, amended notification no. 3888 dated 07.10.2019, notification no. 1903 dated 24.05.2023, notification no. 1439 dated 06.05.2025 and notification no. 2469 dated 28.07.2025, issues the following order…"

🚨 The reasoning behind Part 2 — understand this

Treating a pre-2026 order as in force is not my inference. One of two things must be true —

Part 3 — ⚠️ What looks like supersession but is not

Annexure-16 (Margdarsika) printed in the Margdarsika, so looks current 🔴 It IS order 603 — superseded by 5310. The order came after the Margdarsika was printed

🔴 The Annexure-16 line matters most. Being printed in the Margdarsika ≠ being in force. The Margdarsika was printed on a date; orders issued after it override it.


Part 4 — 🔴 Documents the Commission still serves that are out of date

The website is a library, not a statement of what is in force. Nothing is withdrawn when it is superseded. Every item below was downloaded first-hand on 22–23.08.2026 from the live site.

🆕 FAQ.pdf (28 pp, "Frequently asked questions regarding Municipal Elections") lists the children declaration as a nomination enclosure, and cites letter 4149 (21.10.2019) for the criminal-cases declaration both authorities are dead — 4149 superseded by 4831 (15.07.2026); the children requirement rescinded by 4977 (21.07.2026). Its symbol references (1516 / 3888) died with 4178
🆕 General_Orders listing offers "Notification Regarding Revised Expenditure Limit of Local Bodies — 4237" as the expenditure-limit authority 🔴 4237 (21.10.2019, SO 127/2019) was superseded by 5041 (23.12.2025, SO 137/2025) — read in 5041's own words on its page 1. The current limits are Corporation councillor ₹3,50,000 · Council councillor ₹2,00,000 · Municipal board member ₹1,50,000

🔴 The expenditure-limit line is the newest instance of the same trap

A candidate's agent checking "what may I spend?" would land on 4237 from the Commission's own listing and get a 2019 figure. Order 5041 dated 23.12.2025 replaced it — and 5041 is what our material already teaches. Note also that 5041, though issued in 2025, still gives itself the short title "…Order, 2019" — a drafting carry-over, not a defect of substance.

🚨 The FAQ is the most dangerous of the three

A candidate or a new RO looking for a plain-language answer will open the FAQ first. Every authority it relies on is dated 2019 or earlier — I checked every date in all 28 pages. ✅ Our material is already ahead of it on every point. The deposit figures agree (President ₹20,000/₹10,000 · Chairman ₹10,000/₹5,000); the two dead requirements do not. ➡ If anyone quotes the FAQ at you, ask for the order behind the sentence. 🚨 A three-step check before any training

1 Read the opening paragraph of the order you are teaching from — the supersession sentence lives there
2 If it is pre-2026, apply the Part-2 test (is it in the Compendium? enclosed with a 2026 order?)
